Need GIA XXX Advice

I'm creating a custom engagement ring and my NYC Jeweler has a stone within my budget of 5K-7K. Here it is:

Just based on the proportions, is this a decent choice? I've seen it in person but I can't distinguish if this is a really good stone or just mediocre. Very eye-clean for a SI2 but HCA score is on the higher end of 3.7 and scored a 1B on the AGA Grading Tool.

All in he quoted me $6700 for the custom setting in 18k rose gold with a floral type halo. What should I negotiate down to?

I would not negotiate - I would tell him the stone does not perform well enough!

Search for stones using the search bar at the top of the forum - choose AGS000 and HCA score of Excellent or Very Good to quickly sift out the dud GIA XXX stones.

This!!!! Don't negotiate, tell him you need a better cut stone.
 
Use these parameters within GIA Excellent cut stones:

Table: 54-57 (up to 58 ok)
Depth: 60-62.3
Crown angle: 34-35 (maybe up to 35.5 if the pav angle is 40.6)
Pavilion angle: 40.6-40.9

Weekends are a bit slower here, and we don't know that OP is open to buying online, so there's no point in finding alternatives yet.

The short answer is Yes!

May I ask why you are not keen on online purchases?

It really does make a huge difference. Cut is everything, and poorly cut stones look smaller bc they have less fire/brilliance. If you won't consider buying online, at least tell the vendor that you need an AGS 000 or a gia XXX that falls into the parameters given above. But honestly, online will get you a better stone for your money.
 
Those aren't the most complimentary proportions. Table is too large at 59. Pavilion is too steep at 41.2 to be complimentary to the 34.5 crown. I wouldn't deal on that stone personally, nor would I recommend you do so.

If you decide to open up to some online options, either myself or others can find you more options. But here is one GIA XXX stone that is available via virtual inventory (as I see two vendors currently have access to the stone). Maybe your local guy can call in the GIA report number and get the stone shipped in for you to look at.

55 table, 61.5 depth, 34.5 crown, 40.6 pavilion & 80 lower girdle facets

0.7 HCA & 1A AGA/NAJA scores

Would prefer to see a 40.7-40.8 pavilion and 75 LGF's but that's being picky. If you don't already have one, I'd invest in a handheld ASET scope and hearts & arrow (H&A) viewer so can verify symmetry and light performance of local stones.
