What should the measurements be in millimeters on a 2.8 ct round?

It would be better to look up diamonds listed on Pricescope with AGS000 or GIAXXX ratings in the 2.80ct weight size and to see what the range of excellent to ideal actually results in. There is no single diameter or other single set of measurements which is "best", but there are some limits, plus or minus, which can be discovered from such a search.
 
cube root of 2.8 * 6.5mm = 9.16mm

Unless it’s an old cut. The puffy crown can negate somewhat other expected diameter for the carat weight.

Do you have a specific stone in mind?
Are you looking to achieve a specific size or some specific proportions?

The matter is complicated by the relatively great cost of small variations of weight & size...

From a fresh search, found the interval 8.9mm - 9.2mm accounting mainly for depth variation between 59% & 63%

A tight bracket, IHMO
