No, it would be a huge mistake. Either leave it as it is, or have the OEC cut improved/rehabbed or recut into an August Vintage Round (which is a newly cut OEC).
Recutting to get a MRB used to be the only thing OECs were thought good for but there is a decent market for authentic OECs especially if you have a high colour OEC or one with good light return and patterning since these are rare due to the practice of recutting into a MRB. I'd second arkieb's advice to sell the OEC and buy a MRB with the proceeds. Or take DS's advice and get the OEC tweaked to have ideal optics as an AVR.
If you recut with 15% loss then you would likely drop below the 2ct mark reducing value of the stone (assuming the recut didn't result in any dramatic improvement in color or clarity).
