Questions about resetting the diamond

Hi everyone, so I bought a ring for a surprised proposal and ended up poorly guessed the size of my girlfriend's finger.
The dealer originally told me that I can change the size for free for one time. But when I went there today they said I need to pay for another setting at a discounted price (deduction by trading in the original setting) due to the big difference in size, which is from 9.5 to 13.5 Asian size.
I ended up not paying the extra price and got back the original ring. I have a few questions:
1. Is it reasonable for them to charge me, given the free resizing policy?
2. Will the quality of the stone be damaged during the resetting process? (I bought a D Flawless diamond)
 
You can only go up or down 2 sizes without getting into structural integrity issues. This is likely why they are offering a discount on a setting in the correct size. I would take them up on this if this was me. It was a costly mistake, but it is fixable, so fix it correctly.
 
Diamonds are moved from setting to setting all the time. If the jeweler knows what they are doing, it should be fine. Just in case, make sure the stone is insured but most likely, it will be just fine
 
Most rings can only be sized up or down a maximum 2 sizes. I’m sure the seller, with his free resizing offer, was assuming that any resizing needed would be within that range.
Unfortunately your fiancée needs the ring resized a lot bigger. It’s not possible to resize the existing ring up so much so the seller is offering you a bigger setting. Setting do get more expensive as they get bigger because there’s more precious metal.
Diamonds can be safely removed and reset by a competent jeweller as many times as is needed.
