I'm not pilot, but you can do any ebay deal with any seller offline, althogh ebay frowns on that. If you do the deal on ebay, then they do get a percentage of the cut. There is always the listing fee too, which I don't think is based on any percentages, but I'm not sure.

The way eBay works now is that listing prices are relatively inexpensive.
If a sale is closed through eBay, they get about 3% ( on more costly items, cheaper stuff is a higher rate)
They used to police it to try and prevent people from using it to find each other, then perform transactions privately- but now it's pretty much unregulated.

As far as tender stones- I've been offered a few- and they are truly noteworthy.
Personally, I like big diamonds- and the prices of the incredibly rare tender stones are....well, not all that tender.
But kudos to those who own and love them!

I have read consistently you can get [only] 50% of retail if you buy a white diamond new and turn around and sell it. Maybe FCD's are simply the same in this regard.

I would imagine if it's a rare color, and in high demand, you can see at least your original investment on them, or more, especially through a fine auction house. As for white diamonds, well, they're not investment stones unless you get one of very fine color and clarity, and its extremely large or had a famous provenance (like the "Elizabeth Taylor" diamond that recently sold at Christies, formally the Krupp diamond). The highest prices ever paid for a gemstone at auction have always been large rare colored FCDs like the Whittelsbach.

I can send you a spreadsheet including Lot numbers, GIA and HRD certificate numbers + their color description for each diamond.

As a consumer should one be concerned if there isn't accompanying paperwork? Couldn't a third party put an inscription on a pink and command an "argyle premium"?

Yes, I was recently able to get hold of almost all (1994-2015) Argyle tender sales and made a spreadsheet for each year.

They are normally more expensive in Australia but with our dollar 25% lower than yours at the moment it's worth haggling, explain what you can buy them for in the US and see if they can match it, some of the vendors here get a good selection of them;

If you are after a deal, watch Aussie ebay, every 6 to 12 months a ring from Cerrone, J Farren-Price, Calleija and some of the other top Arygle buyers will pop up preloved, I've seen some decent deals over the last 10 years, just make sure they come with ALL of the correct paperwork as there are lots of fakes for sale on there as well.

Here is more information about the database of the Argyle Pink Diamond Tenders that I assembled:
For ten years (1994-2004) all info includes GIA and HRD certificate numbers and their grades. 1997 is missing. The exception here is 2003, where only GIA data are given. 2005 has GIA & HRD data without the certificate numbers. 2006 is missing. 2007 has GIA & AGT data without certificate numbers. From here on, certificate numbers are never given again. 2008 has GIA & AGT data. 2009 and 2010 are missing. the five years (2011-2015) are GIA & ARGYLE data with Argyle's "P" system (P-PP-PR).
