Help deciding on a 3ct cushion cut

So I've been doing a bit of research online for an E ring. I am going to do cushion cut center with a simple halo. Size is very important, so I want to do anything 2.5+, but I am price sensitive to about 20k.

A little back story... I ordered a diamond off of James Allen. A Gia 2.01 h si1 for 16k. It looks really good, just too small. I then took this diamond to San Francisco jewelry mart to compare. I wasn't blown away by the prices but it was nice knowing they could order the stones off of the JA website for less. It's weird to me that the diamond mart is for Jewelers, but you can easily make an appt and get in. So is that just an attempt to make consumers feel like they are getting an amazing deal?! I also feel that since I am not in the diamond trade, that they are not going to give me the same price as a regular diamond buyer. Is that true?

In SF I've narrowed it down to a couple. Both are a Gia cert. One i found at Derco is a cushion modified 3.02 j si1 eye clean excellent cut/excellent polish. It has large fascets which I am looking for. It's listed on his diamond pouch 22,500 (which I assume is retail??) and after a little bit he said he could do 21k. He has remained pretty firm on the price. With your knowledge is that a good price for a stone of that caliber?? What type of markup do they have? Can I negotiate further?

The other is a Gia 2.58 h si1 brilliant cushion. I like the large fascet but is has a large culet. When you wear the ring I don't think you would notice the light leakage that much, but it is discerning because I know (or would assume) that it greatly affects the value. They are selling it for 22k but after a little negotiating it will be 21k.

Let me know what you think on the value and your experiences with negotiating with a "wholesaler"... Thanks!!!!!!
