It does not look like it to me but then your picture is not very close up. How does it look outside in the sun? Perhaps you
should take it to an appraiser if you are concerned and dont know what to look for.
It is hard to tell from the photo, although it does not appear hazy based on the clear contrast and brightness pattern.
The effect of strong blue fluo can vary alot.
Some diamonds with strong blue can be completely clear and radiate clean blue.
Some radiate slightly pastel blue, which can be stunning as well.
Some are just murky/cloudy/hazy.
The toughest part is differentiating pastel and cloudy/hazy.
You will have to assess the diamond under various lighting conditions, including direct sunlight.
