Which is the easiest/best free photo editor to use?

Which is the easiest/best free photo editor to use, with a laptop on windows 7?

Also, if I have a photo with one person in it, is there a way to keep the person and change the background?

As for your question, I'd cut out the person and copy/paste it onto the background

It's a tad advanced but not too hard, you use an outline tool to outline the freeform shape of the person, once you have that you can usually copy a layer and past it onto other photos. I'd google gimp tutorials. It's relatively easy, but if you've never used a software like that before it can feel intimidating

I usually use Picasa http://picasa.google.ca/
It's very use friendly for basic photo editing.
