What Are Twinning Wisps

Hi - I am a newbie and need some information and input about a RB. I have been searching for a RB for a pendant. I have found one on-line 1.30ct, H color and SI2 clarity. It's an AGS 0. The cert shows twinning wisps, quite a few. The sales rep I talked to said the wisps are only visible when the stone is viewed from the side. No other inclusions shown on the cert. Would the wisps give the stone a cloudy appearance? Thanks for your input/information.
