Local jeweler, showed me a few diamonds, some had certificates others didn't. What should I assume is te true grade if the jeweler himself appraises it. I guess how many grades lower should I assume??

Well, it's really tough to say how many grades bellow, the jeweler may be way off, or spot on. I would always demand a GIA certificate, and say that if any of the grades are lower than his/her inhouse grading he/she should lower the price. The biggest risk is that it may be clarity enhanced, this would move you away from 30-40% resale values into the 20% resale values range, every PSer I know says avoid clarity enhanced diamonds at all cost, and the only way to truly know is to make sure you get a GIA certificate.

GIA or AGS or pass!

Why don't you give everyone your budget and the specs you are after and let the gurus here find you something that way at least you can go in and compare what your money should be buying.
