That's my understanding, too.
It is pretty maddening for those of us looking for a "prosumer"-grade sapphire in the 4 - 8 ct range. Can't touch a really fine unheated Ceylon for 1/7th of that price -- and that's before you factor in the (supposed) incredible size premium for rare gems.
