I am deciding between the two for best value. Neither one has ASET or IS available to see. Which one has a better value per stat/carat?

The first one would be my choice. A G colored stone will still be pretty white and will be a good value.

Both stones have good numbers.
 
All other things things being equal, the price per carat of 0.50-0.69cts will be the same. All other things are not, of course, equal and this is what usually tweaks the price. The big differences are in the market selection and occasionally a bit of luck. Some dealers charge more than others for the same things.

In your case, you’ve got a 0.53 F/VS2/XXX GIA and a 0.61 G/VS2/XXX GIA. The other stats you’ve given may affect the desirability of the stone for you but they don’t drive the price. We don't know anything at all about the market. The .53 costs $3207/ct and the 0.61 costs $3278/ct. That’s a ‘premium’ of $71/ct and one grade downward bump in color. It’s up to you to decide if it’s worth it to you, remember that a good price on the wrong thing is no bargain, but that particular bump usually carries a discount, not a premium (all other things being equal).
