Can a low set 11mm round diamond look like a 10mm Round diamond (that is set „normally“) in the same finger/ hand?
Can a diamond be set too low - in a way that it could impact the performance of the diamond?

i dont think a diamond at that size looks big already and setting it low or high comes down to personal preference? btw, setting a diamond at that size too high would be a bit inconvenient in my opinion
 
Few people could tell apart the difference in 10mm to 11mm unless they are side by side.
I don’t think setting height affects the size appearance though setting style can influence the apparent size. A high polish bezel will make the diamond appear bigger, likewise arrow point prongs and a knife edge shank helps to accentuate the diamond.
in my humble opinion, I feel that thicker shanks, thick rounded prongs and ornate settings can “take away” from the diamond.
And I feel when you add large size diamond band rings It can start looking “too busy” and distracting from the main star, the centre diamond.
 
I’ve seen really super high settings and I think it can make the diamond look a bit bigger. But is so over the top high (IMO) and so easy to knock or snag on things impractical high type of setting.

As for low... perhaps not? Some settings may “eat” into the sides of the stone or affect the light performance and make it appear smaller in that sense, but I’m not how low you can actually go given height of stone.
 
The angle the diamond subtends to your eyes most certainly makes a small bit appreciable difference - an object that subtends a larger angle, either because it is larger and it’s the same distance away from your eyes as another object, or because it’s the same size or smaller but closer (ex. Your finger covering moon), will look larger.

A diamond that’s closer to you looks larger than a diamond of the same size that’s further away from you.
A diamond that’s set higher off the finger appears to cover more of the horizontal width of the finger than a diamond that’s set low to the finger, exaggerating the illusion of a larger stone.

I'd prefer the culet to be about 1 - 1.5mm off the bottom of the setting.

I like to be able to see the culet. Here's my wife's ring. I would prefer just a bit higher. Maybe like .5mm higher.

I like to see the culet too. As long as it isn't actually touching my finger, it's not too low for me. Less likely to knock it into something.

Not at all, to be honest :)) I think the two mounts hold the stone at similar height!
 
OP, the depth of a diamond of that size is going to limit how low you can set it. Even the "lowest" of settings will be higher than that of a smaller stone. I had Caysie set mine medium to low, but I don't know how it could possibly be set any lower... the culet is literally a fraction of a mm from the bottom of the donut.. LOL
