Does it make a difference whether a diamond is set high or low on an engagement ring? I've heard that if the diamond sits too low, it doesn't sparkle or look as big compare to when it sits higher. Would it make any sense to keep the original setting and change the prongs? Plus would it be expensive to change the prongs?

It can be a matter of preference as to how high the diamond sits, a well cut rock will sparkle regardless of the setting height so go with the way you are most comfortable.
 
I do kinda agree with the philosophy that the higher the setting, the more the diamond seems to shine. But for practical reasons many people are more comfortable with a lower more discreet and secure setting. Almost all the light of a diamond comes from the top or crown. So as long as the top of the diamond is exposed it should be fully brilliant.
 
Agree with Lorelei,

and jewelry has to be beautiful, comfortable and functional or you will never really like it.
