Great news on the new ring!! 
If you specifically asked if the ring could be sized up to a 7, and were told it could, that's pretty bad on the vendor's part. I would definitely drop them a line to ask them to make sure the description is changed. Otherwise it's a huge waste of everyone's time (and shipping).
