Overseas shipping question

My MIL is looking to purchase an antique loose diamond from a dealer in London and would need it shipped to the US. Do any of you happen to know if it is easier to ship the stone set into a ring vs loose? Easier for shipping insurance, duties etc? TIA

I believe I have read anything over 100yrs old is exempt, but am not sure how that works with loose stones, maybe she is better off having it set into an old setting?
