The vast majority of dealers down here carry very limited physical inventory (which usually consists of poorly cut IGI certified diamonds) and have access to the same virtual inventory through RapNet. Often you will find that when looking for a diamond with specific characteristics, you will be offered the same one over and over again once you walk from one shop to another. There are a few who have more stock, usually those are the wholesalers like Star Gems (they are also in MoE), but the selection is still quite limited. That said, any jeweller will be able to bring in diamonds that match your requirements, mostly they source them from India but sometimes also from Antwerp or Hong Kong. The issue here is that you will be required to leave a non-refundable deposit (usually 10%) without seeing the diamond in person, which is risky. You can minimise the risk by going for a higher clarity grade which will guarantee that the stone is eye clean, meticulously examining the proportions on the report and running the numbers through HCA. Of course an IS image would be able to tell you much more, but your chances to get a beautiful stone will still be very high.
Btw, have there been any developments with a replacement of an E/VS?

@Sakuramickey I have found these images from when a friend and I were looking for a diamond for her pendant. It’s interesting to compare them to the HCA scores. Those scores are, from top left clockwise: 1.4, 5.4, 3.7, 5. Pretty consistent, I think. And by the way, all four diamonds are GIA Triple X!

I wouldn't mix and match the F and E diamonds. The E diamond has a much bigger diameter and also lower halves are different so the patterns will be, too. I would recommend that you go to Gold & Diamond park on SZR, visit a few stores and see if they may have something in stock.
I wouldn't say the IS images are similar. All diamonds are fairly symmetrical, but the light performance differs a lot. The one with 1.4 HCA is consistently red, meaning the light return is maximised. The others have a lot of pale pink and show clear leakage under the table. You can see it from the variations in colour saturation between the different areas of the diamond. They will look dark in the centre, especially the 5.4 & 5 ones.
What I am saying is that you can expect a diamond to be a very good performer if it has an HCA score of <2. The chances that it won't are there, but they are very small. If you are not after a top cut stone with perfect symmetry, I think the HCA tool is enough. If you are after a top super ideal cut, you are highly unlikely to find it in Dubai anyway and should probably consider buying online. I have chosen a few diamonds based on their HCA scores alone and the IS images turned out to be great, although those diamonds would not be qualified as super ideals they were all gorgeous stones.
