no-contract or pre-paid phones?

Does anyone know anything about no contract phones? I have been reading all sorts of different sites and reviews and just can't figure it all out. Thought I had and then found that there was a $35 activation I didn't know about.

So:

What carriers or services or whatever do you suggest?
Who has the lowest activation fee?
Is there any way to get a phone without activation? (as in, not to make calls just for using wifi at home)


What we are after:

I know that all sounds a bit crazy. We have phones and a great plan we are happy with. All good that way.

Our company (that will hopefully be making money soon) does software for phones and tablets. That means we need to test on all sorts of stuff. Currently testing on 4 cell phones, 3 tablets, plus a half a dozen Bluetooth devices and some other stuff.
We need to get more phones. Specifically, I need to find Android 4.1 and 4.3
None of these ever need a phone line or anything. Just have to have wifi to access the online stores. The $35+ per device activation is really adding up. Hoping to find a way to get around that.
 
Okay. Got a couple that worked with no fee. Not sure what went wrong with the last batch. They aren't supposed to require payment to use them this way.
