If it looks like a VS inclusion suite then the clouds are an issue and have it sent to an appraiser for an opinion.
If it looks like a VS2 then, yes, I would be worried about clouds or feathers or other bad stuff. The Flouro could be a milky issue, and good vendors will easily check and tell you if that is a problem because otherwise they can be just expecting a return. But others have already advised to ask the vendor.
