Is certificate accurate & is it a good price?

I am looking for an engagment ring and found one I really like on EBAY. It says it comes with a GHI certificate & appraisal. How do I know if the specs of the ring that they've listed are accurate before I actually purchase the ring? It doesn't say that is has a certificate from EGL or any other well known orginization. Would you recommend purchasing a ring from ebay?

Also, the appraised value seems a liiiiiiiiiiiiiiiiiiiiiiittle inflated to me

By the way, ebay is great fun, but I would purchase something as important as an engagement ring over there. Too many risks. Especially with an SI 2. Let's say it actually is an I 1 H... Big big value difference! Buying on the net is a smart idea, but be sure to get a report or at least an independent opinion that confirms the nature and quality of the stone.
