Please take pictures of your yard strewn with trash, the fence with the hole in it, and your yard with their dogs in it (bringing trash.) Calling to report them and their faulty fence is entirely reasonable at this point - it might be like declaring war, but they are simply not behaving as reasonable neighbors. As it is you are basically saying they can get away with it.
