A qualified and experienced appraiser can spot CE as easily as the EGL or GIA.

The difference is that the EGL or GIA report generally carries more credibility than the average appraiser. People tend to stop arguing about things once a major lab puts their stamp on it.

EGL''s quicker and cheaper than the GIA, and I think their report would probably satisfy everyone involved.
 
Spotting clarity enhancement isn’t generally all that difficult and EGL-USA is certainly well qualified to do it but I don’t think it matters. The stone is unacceptable for other reasons as well so the real question is how to get a refund on it and move on to another stone as painlessly as possible. One of the difficult parts of credit card refunds for long distance purchases is that you MUST return the merchandise before you get your money back and the bad guys tend to make this as difficult as possible. In this case he’s made it easy, he asked for it back (which is a good sign for the vendor by the way, this may very well be an honest mistake). If you give it to him then you’ve met all of the conditions regardless of what EGL, GIA or any other expert he selects has to say.

" THIS STONE IS GUARANTEED TO BE NATURAL AND NOT CLARITY ENHANCED IN ANY WAY. A FULL REFUND WILL BE ISSUED IF APPRAISAL FINDS IT IS ENHANCED"

This condition has been filled, even if the appraisal is wrong. All that remains is the return.
