14k is the gold purity mark. The other symbol probably designates the manufacturer.
This kind of ring was super popular in the 1980s. There were many manufacturers. They were made with rubies, sapphires or emeralds. Places like JCPenny, Sears, etc. sold them.
Not real high quality, but pretty!
 
It simply means that the purity of the gold has 14 k out of 24k pure.
