I will note that imo the first sapphire you posted as an ideal example is more of a bicolor (has a distinct color split) rather than a parti color (like the many posted here where the colors are mixed/intermingled). Sellers may use these terms interchangeably but there is a difference.
Does she want the bicolor look or the parti color look? I only skimmed this thread and did not see a reference to this point.

For parti-color I came across this. The seller has 25% off sales frequently which would put it at 1500 - still overbudget but figured I may as well share. You may be able to negotiate lower. It is a little lighter in tone than many of those posted here, which comes down to preference. I personally like the medium blue here which lacks green more than the darker blues or greenish blues. But, the yellow here is not as vibrant. You could ask for a video for better accuracy on color.
