Fluorescence in diamonds

Hi I have a question regarding florescence. I've read that a diamond can appear cloudy or milky in sunlight with a diamond that has a strong florescence. The particular diamond I am looking at has the following GIA report

My question is since this is an internet purchase and I can not see the actual diamond is it posible the diamond could be cloudy with a clarity grading of VS1.:wavey:
 
Sounds like a benefit rather than a concern.
But as always - get an indeependant apraiser to eyeball it for you!!!!
Strong is not Very strong.
