You should also contact Yeukitel from ID Jewelry in NYC. Tell him you your budget and requirements and you want PS quality stones. He will know what to look for and has a strong reputation for finding well cut stones for near impossible budgets.
Just a word of advice, the bigger the stone the more body it has. And color is viewed in the body so it is also true you will see more color in a larger stone than a smaller stone of the same color grade. That said, I would strongly recommend you visit a local store and ask to see some 2ct+ stones in the M/N/O/P range to ensure your SO is really okay with that sacrifice. Nothing is wrong with color as its just a preference but most people prefer colorless and if you aren't sure you are setting yourself up for a headache.
