It can be sized, but I would expect one or both of the two diamonds at the top of the shank, right at each side of the bezel to either fall out or get loose. A careless jeweler might bend the weakest zone where the shank meets the bezel and create a bit more work, too.
Since you probably intend to remove the CZ and replace it with a diamond, then the repairs that might be required for sizing would be relatively nominal. If you hope to just resize it and wear it as is, then you may not be quite so pleased. It is likely to need some fixing after sizing that much. It might work out with no problem at all, but that would be accidental.
check and see if Tacori will resize and set the stone for you.
That would be best.
Otherwise a skilled benchman could do it but a not so skilled one could trash it in the process.
