Are these marks inclusions?

My guess is they are reflections of the central inclusion on the AGS plot (you can make it out hiding in one of the arrows under the table), making it look like there are a bunch of inclusions, but there's just the one central crystal.
 
Yes, those are inclusions. They have the stone marked as eye-clean so it should not be affecting the stone at all.
Remember that these are really blown up pictures. If they were clouds or something that affected the brilliance of the
stone it wouldnt have made AGS000 or ACA. The stone is a VS2 so AGS didnt think much of them.

If they still bother you, you can call and ask at what distance away from the eye can you see the inclusions (if at all). They
may be able to tell you that.

Edit - After looking at the plot...like Medical said, looks like they are reflections of the 1 inclusion.
