If a gemologist looks at my diamond and says its feather inclusion would not cause any problems, do I still need to take it to an appraiser?

Personally I would rather have the opinion of an independant appraiser but it comes down to your comfort level.

It depends on what you’re trying to learn. The question of whether a particular inclusion is a durability concern is a gemological one, and not usually a terribly difficult one. I can’t address whether your chosen gemologist is capable, equipped and willing to answer this but it’s certainly possible. Some are and some aren’t. Appraising involves a few additional steps. One is assigning a value as relates to a particular marketplace of concern to you and one is preparing a legal document on the topic for insurance, court, marketing or other purposes. Most jewelry appraisers are at least moderately capable gemologists, most gemologists are not capable appraisers.

Who is the gemologist? Is this individual affiliated with the establishment you''re planning to buy from? If so, be sure to take the diamond to an independant appraiser.
