Any ideas for jeweler to create these earrings?

Hi!

I found these earrings for sale and I would like to recreate them. Any ideas about who might be able to make these? I could buy them directly from the vendor who listed them, but I am leery as they have a strict refund policy and have been criticized for their customer service. I may also opt to use a different type stone--these are in white topaz.
