Diamonds with fluorescence come from all around the world so the conditions are not localized, but rough does have trends in some areas - Argyle is an example (Golconda also, if you''re a believer

The Premier mine in South Africa was associated with a lot of rough with blue fluorescence, including some of the "overblues" you hear about - and these have always been globally scarce. In 2003, on its 100 year anniversary the mine was renamed The Cullinan (you''ve probably heard of The Cullinan Diamond - the largest ever mined) and DeBeers sold the mine to a consortium last year.
