Sorry if this has been covered before, but who are these people, and are their certificates worth the paper they're written on? Not a company I've heard of before.

Never heard of them before but their website claims they have been around for the past 30 years and they have a global presence (similar to GIA or IGI.

I do not consider an organization that does not provide public documents on its research and/or grading system a legit "INSTITUTE".
Thus, any grading report from such lab is meaningless and worthless.
No address or phone numbers for those local offices.
