I am a bit nervous about buying a setting based on a picture, I wonder, do vendors mail out a setting so that you can see the workmanship / style of the setting?

Probably. It should be coverd by their return policy, so you will have to buy it and then pay for the shipping, but check with the vendor that you are interested in.

This might be possible depending on the vendor and if you covered the shipping charges, its up to you but to me I would prefer to inspect the finished piece in order to make sure I was happy with the overall workmanship and the setting and security of the stone. I think this is something you would need to approach your selected vendor with should you want to have the setting sent in the first instance.

It depends on whether the item is a standard stock item or something which must be special ordered and/or is a custom order item - usually specified in the product description. The easiest thing to do is ask the vendor

I got my answer, the vendor in question was WF and the answer was no... as the items are made to order!

Depends. Pearlmans will. Authorized retailers of lines will sometimes. Custom settings and vendors that make things to order and don''t stock settings because they don''t have showrooms open to the public (Leon, BGD, etc.) won''t normally because 99% of what they have on hand is... well, someone else''s order that they don''t want to send around the country.
