Why aren''t there more AGS grading reports?

It seems like the AGS grading report provide more granularity then the GIA report. Therefore it would seems the AGS report would be more precise. So, why is it that most reports out there are GIA and not AGS? Is it because the vendor doesn''t want the consumer to have the more precise grading and/or that it''s easier to get the "excellent" grade with GIA then an "AGS 0" grade? Is it also that the GIA is more popular?

AGS is a small elite society of retailers and suppliers.
They never intended other people would sell diamonds from their lab.
AGS is small and fairly unknown outside USA.
They have a very strict sym and polish standard and no one wants to buy AGS2 and lower
etc etc
