the round doesn't concentrate colors like other shapes do. that is why round is so popular in colorless diamonds (and not so in colored).
rough is planned and cut to maximize the attributes of that type of stone.
for example, if you had two pieces of the same rough and you cut one round and one square, you could get two different intensities of color.
Nothing more to add other than in coloured gemstones, many roughs are not suited for rounds. To get the most carat weight out of the raw material, ovals are the most common shape.
Ditto to what everyone else said and I also notice in less saturated stones (like tanzanite or aquas) they really don''t look as great in rounds as ovals.
