With a GIA cert you have information that amounts to same thing and an experienced dealer could make judgement on.
From a purely geometic point of view with table%,depth%, culet, girdle and dimensions you could figure out the angles anyway.

I'm sorry but you can't. You need to know all these percentages and angles. If your dealer hasn't access to a Sarin or Megascope, ask him if he has a table gauge. It's is a very inexpensive instrument that looks like a ruler with tiiiiiiiiiiiny numbers that can measure all %'es, but not angles. It isn't the best, but definitely better than nothing.
Someone posted formulas a few months ago to calculate angles from %'s for the crown and pavilion to use in the HCA. The "calculated" HCA score was approximately half the true value.
