why 10.8 carat rough so special?

there is an interesting thing i found in rough diamond auctions: for some major diamond mining company like rio tinto, alrosa, they all take rough stones bigger than 10.8 carat as "special" or big sizes, but why 10.8? not 12 or 8? anybody know about rough stone?
