I saw a GIA report on a diamond that had "twinning wisps." What is that??

Basically just internal features of the diamond crystal, caused by distortion during growth. They're not uncommon in twinned crystals.

Nothing to worry about unless they're somehow eye-visible (which twinning wisps almost never are--they're hard enough to see at 30x under the microscope).

Hello TalonNav,

A twinned crystal is one that is rotated or twisted crystal.
Diamonds most often are formed as octahedrons but you also find cubes, triangular macles and many other shapes. Very often the triangular diamonds which are nearly flat have trinning whisps that are easy to see under 10x. They are white and look almost like thin vail like lines. They are not dangerous but not exactly pretty under a loupe.

Aren't they some form in change in orientation of the internal graining of a diamond?

If so, how would this impact the light return characteristics of a diamond?
