Not really. The market is just too big and varied. There are some trade magazines that publish price lists for major stones but there is nothing like Rapaport. Even those lists are only for experts--they are useless to consumers because pricing for colored gemstones is much trickier than for diamonds. Sorry.
There has to be an international gem exchange board. I think that is totally viable where the stone values will fluctuate on its own merit with the buy/sell or on/off to show an index of supply and demand.
I think this can be done in not so distant future.
The Guide is very useful, but it is only for trained and experienced appraisers. If a consumer can even get a hold of a copy (not easy, since it's available on to the trade), it would be of no real use in shopping for colored stones.
(The same is really true of Rapaport, to be perfectly honest.)
