It's a pretty open ended question.
"Traditional" could simply refer to a traditional round brilliant or perhaps a traditional Old European cut (depending on the age of the person using the terms) or may not even be referring to a particular cutting style at all but simply a traditional "round" shape. You'd really need to ask the person you're talking to.
"Brilliant" on the other hand generally refers to any diamond of the "brilliant" cut variety. Diamonds fall into one of two categories when it comes to faceting. They are either brilliant or step cut. Step cuts would cover both Emerald and Asscher cuts and "brilliant" cuts would cover everything else, with the exception of diamonds that are "mixed" cuts (both step and brilliant) which would be Lucere's and Tiffany Lucida's.
