"Hearts & Arrows" has to do with cut precision/optical symmetry.

There are GIA EX diamonds at that level of precision and others which are not. Two things to remember: (1) Just because a diamond is advertised as "H&A" doesn't mean it has top light return, which is a higher priority. (2) There is no official standard for the level of precision required for a stone to be called "H&A."
