Further to stephanies post, it is also a "tag" of some sort. If you click on the blue box it opens up all other "TBT" tagged posts. Jewel of the week ("JOTW") also has a tag for this.
Looks like a new tracking/categorizing system overall.
Hmm ... I suspect clicking on such thing grants big data permission to spy on your activity and sell info on us to others.

@psadmin can confirm, but I was under the impression that the 'hashtag' TBT tags are added to older threads to bump (with an obvious explanation for the bump) some interesting threads that might otherwise be lost in the mists of time.
The JOTW tag signifies that the thread has been referenced in a blog post, and is usually reserved for recent posts, I think:

I don't believe there is anything nefarious going on, as if you hover over the tags in the thread titles with your cursor, it is not clickable, and the threads are PS threads not linked to any particular vendor or referencing any particular vendor's product(s). I think they are just titled 'hashtags' because it is a common parlance/thing.
The tag is clickable, and opens up all other threads with the hashtag attached.
