What does "crystal cloudy" mean?

Good evenening,

I have seen a .90ct colour F ,clarity SI1, princess cut diamond for ZAR 28 000 = $4 000.
Cut - very good , no flouresence, however the clarity comment is crystal cloudy. Is this not so good? Is $4000. a good price?
