I know you're looking for VS1 & above but this WF 1.51 F VS2 looks pretty nice... if you pay in *cash* and ask for the PS discount, it'll be just over $10K...

For a couple of hundred more, there's also this 1.50 E VS1 from GOG...

If you take your color grade down to G, I think you can find everything else and stay close to your budget.
