I do not quite expect to see a cloudy VS1, but, seeing is believing.
Also, you may find diamonds with strong fluorescence and great crystal, the strongest fluorescence, when active (eg sunlight) will show as a blue tint, but it is bright itself, not just shading/dull like 'milkiness' - there are very few objects with as strong fluorescence as GIA 'Very Strong' & even fewer transparent at all, so not much to compare with IRL.
Even translucency may come from several types of crystal growth features that GIA calls 'grain' and 'clouds'. Strong fluorescence looks surreal when there is also some graining; diamonds are not expected to look that way & however, these stones are something else.

Thanks @AV_ so in the comments section on the GIA report, surface graining not shown is a possible factor?
In my opinion you are up against a variety of possibilities. While graining is one possibility, I don't think you can consider it the one, true answer here.
In that stone there is possibly brownish graining in a D color stone making it G.
Clouds and Internal graining are the main offenders.
External grain is not likely to cause cloudiness but can reduce the fire and life.
We have too little info to give you an educated guess let alone an opinion.
And I think this is a stone you are discussing on multiple threads - that does not work for me
cloud inclusions with a description of inclusion pattern concentrated and the inclusions are shade: off white ,,could make a diamond milky in some areas.
