Yes, I believe that report just became free and available to the public very recently. It used to be a paid subscription.

It was brought to my attention from a gemologist friend of mine who is very interested in the subject of treatments and lab created stones and I wanted to pass it along. I thought that there may be a number of people on here who have heard of it, but for those who hadn't, it could be a great tool.
