I feel sure you'll find many dealers are interested in buying GIA graded diamonds- but you may end up getting less than you paid ( possibly substantially less)
Whereas if you go back to where you bought it and they have a trade up policy, you'd likely do better.
Rock is correct. It will also matter how well the GIA graded diamond is cut. It can have a report that says GIA XXX and still be pretty poorly cut compared to an AGS 000 cut grade diamond.
The jeweller you work with will make an offer based on what the diamond is worth to that jeweler, and that will have absolutely no relationship to what you paid for the diamond, unless of course, the diamond was purchased from that jeweler.

Pretty much all of them will. It's a matter of price. Bear in mind that the trade-in price offer may not stand on it's on. Rather like trading a car, they can offer you a push-pull-or-drag sale at any price they want as long as it ends up built into the cost of the new one. On the other hand, none will offer you a price based on what you paid or what some appraiser, even their own, thought it was worth.

We get a lot of people calling that want to sell thier diamond that actually believe the appraisal value has relation to the price a dealer will offer.
In terms of cut- if a seller could find a PS dealer, or AGS type store interested in buying over the counter, the AGS 0 cut grade HCA1 might be easier to sell to them- and they would realize the value and might show interest. But it stands to reason that if a business is going to lay out cash to buy from consumers, they would only do so if they are buying at less than wholesale. There's a lot more risk buying from consumers
But for consumers selling to the more common buyers like pawn shops- or places that advertise that they buy diamonds and a GIA XXX HCA3 will probably yield a higher price than the better cut AGSL stone
