Hearts and arrows/super ideal cut is a stricter cut within the GIA excellent range. So, yes, it could be considered better but it depends on what you want.

Hearts and arrows is one brand name. So only places who sell that brand will have them.

Ok. They are saying that as a cut I think. Ask them if they mean ideal cut or super ideal cut.
