Toronto - Custom ring setting

I'm looking for an engagement ring setting for my girlfriend. She's very petite and has very small ring size, under a size 2, I think about 1 3/4.

I've already purchased a diamond. It's a 0.9 carat, I color, VS1, excellent round cut with strong florescence (GIA certified).

She liked the feminine prongs and raised display of this birks pave setting:

She also liked the classic solitaire at Tiffanys.

I need to buy custom because of her small finger size.
I've been getting quotes around $2k for the birks but I was hoping to pay under $1k CAD. The Tiffanys was quoted at ~$1k.
Any tips for getting a good deal in Toronto?

Just wanted to make sure that the ring sizing accounts for swelling in the summer, if that happens to her :-)

Prongs are shaped and refined by the setter. You could find a setter in town, purchase a setting and have them set it, or you could purchase a setting and send your diamond to the setting vendor to be set.

I checked the first vendor that popped into my head that I've used and is one of the PS recommended vendors, Brian Gavin Diamonds. Their Tiffany half round solitaire starts in size 1.

Unfortunately, I do not know of any vendors in Toronto... But if you are open to purchasing from vendors in the US, I have had good experience with Brian Gavin Diamonds, ID Jewelry, Brilliantly Engaged, Good old gold, and Whiteflash.
