Thoughts on this Ideal Scope

I think my eyes are telling me this IS report is bad.. but I could be wrong on this GIA#7216034443 stone.
HCA scored below a 2 and I have seen this stone in person, it's beautiful.

That's not an IS. It's a arrows viewer. See if they can get you an IS. It's a nice stone though.
